The Design and Implementation of a Program to Reduce the Number of Dropouts in Inner City Schools.

This document describes a program developed and implemented in three Philadelphia schools for the purpose of reducing the number of dropouts at the elementary, junior high, and high school levels. A needs assessment of the three schools, a review of the related literature, and the objectives of the program are provided. Specific strategies undertaken to deal with low attendance rates, tardiness, discipline problems, basic skills improvement and student achievement, parent and community involvement, and other factors contributing to dropout rates, such as student and teacher attitudes, are described. Some of the strategies include curriculum revision, career education, vocational and personal adjustment counseling, staff development sessions, workshops, and parent conferences. An evaluation of the program after its first year indicates that attendance rates and discipline were improved, reading and mathematics achievement scores were raised, disciplinary referrals were reduced, parent and community involvement was increased, and the number of target population dropouts at the senior high school level was reduced. Appendices include samples of various forms, questionnaires, and strategies used in the practicum. (EB)
