This report describes the joint efforts of the Evaluation of Teaching program of the Research and Development Center for Teacher Education and the Office of Research and Evaluation of the Austin Independent School District to develop a competency based teacher evaluation system. The task assigned was to produce a system that reduced the vagueness and the time demands on evaluators and could be uniformly applied throughout the district. The expressed purpose of the new system was to provide initiative for professional growth by supplying individuals feedback on their performance and to aid administrators in making contractual decisions concerning individuals. The report delineates the research activities accomplished (including surveys of parents and school personnel) in order to develop the evaluation system. References and tables of competency statements and categories used for stratified sampling are also included. (DS)
