Located in the southwestern corner of the state, Region 9 of the California Migrant Education Program is composed of Orange and San Diego Counties. With 684,469 elementary and secondary students in its schools, the region ranks first in overall enrollment when compared with the other eight regions. A study on the flow patterns of migrant students to, from and within the state indicated the movement was primarily intrastate in character; and number of intrastate students was approximately 20 times the number of interstate ones. In 1977, only five migrant students were reported in the Migrant Student Record Transfer System as entering the region from another state and eight students were reported as leaving the region to move directly to another state. In contrast, 832 students entered from another school within the state; of these 98% came from other region 9 schools. Some 861 students departed for other schools in the region or state. On a grade level basis, 543 intrastate students entered and 570 departed in grades K-6, 137 entered and 137 departed in grades 7-8, and 152 entered and 154 departed in grades 9-12. A total of 2,980 students showed no recorded movements in 1977. Between 1975 and 1976, the number of nonmobile students increased by 23%, but in 1977 this group decreased by 35%.
