This planning guide provides eligible education agencies in New York State with the necessary information and instructions for developer grant competition in Title IV of the Elementary and Secondary Education Act. Development is the first stage of the "transferring success" process of a school district that has educational needs specified for the year in which the grant is first sought. The manual is organized chronologically into two parts: Part A--planning and grant application and Part B--operation and administration of the developer grant.
