This paper examines questions concerning political and social change in communities and its implications for educational administration. Issues that underlie these questions include the distinction between internal and external changes, and the tension among representativeness, technical competence, and leadership. Evolutionary patterns in suburban school districts have been systematically studied. This research has produced several theories about the life cycle of communities. Research is now needed on current changes in school districts, the effect of community change on educational services, the impact of growth and retrenchment on school district responsiveness, and the consequences of school district competition for clients. Although opportunity for school district responsiveness is declining, one thing that will always be left to manage is conflict. (Author/JM)
