In this report, the feasibility of alternative allocation strategies that would determine school district Title I allocations using district level poverty data and/or mandating the use of a single formula for the calculation of Title I grants is explored. The three criteria, availability of data, reliability of data, and administrative complexity of allocation tasks, were applied to the feasibility of four alternative allocation strategies: (1) single formula subcounty allocation; (2) single formula substitute allocation; (3) single formula direct allocation; (4) multiple formula substate allocation. Findings indicate that there are few availability and reliability problems, but that there are differences in the administrative complexity of the tasks required to implement any of the four allocation strategies. It is found that multiple formula substate allocation is the least complex and single formula direct allocation is the most complex. Charts and tables illustrate the findings. The availability and reliability of census data and of school district and county component AFDC, Foster Child, and Neglected and Delinquent Child Data, are discussed in detail. (WI)
