The results and methodology of the South Carolina 1977-78 statewide spring testing program for grades 3, 6, and 11 are presented and discussed. The discussion of the results focuses on a comparison of the 1978 results to national norms, a comparison of 1978 to 1977 results, a performance comparison across grade levels, and a comparison of skill area and subskill area performance within grade levels. Data are given by race, sex, and Title I status, and statistics are also given for data adjusted to weight white and nonwhite students proportionately to the national normative sample. The first chapter discusses the nature of the testing program, its purpose and objectives, and the changes in the program since its beginning in 1970. Chapter two discusses methodology with respect to student participation, the tests that were chosen, the use of functional-level testing (that is, the use of below-level tests in schools that previously had large proportions of low scoring students), operational procedures, and limitations on the interpretation of test results. Chapter three discusses the interpretation of scores and score reports, describes the various report forms and defines and discusses terminology.
