Seven prepared papers, with questions from the audience and answers by participants make up the proceedings of this conference on minimum competency testing. A number of conceptual and technical problems were raised, as well as questions about the effects of minimum competency testing on the curriculum and the psychological effects of the program on students, teachers, and others. The moral and legal problems concerned with phase-in periods, the match between the test and the curriculum, the possibility of racial discrimination, and the characteristics of a model program were discussed. Techniques for implementing cut-off decisions were described and the place of human judgment was debated. A suggestion was made that scaled certification was preferable to categorical pass-fail decisions. Comments were made on a series of possible positive and negative effects of minimum competency testing. The California state testing program was described, and questions were raised about the process and validity of setting standards. The speakers included Decker F.
