This document reports on a workshop which examined issues involved in psychoeducational assessment of non-English-speaking pupils. Attended by educators and psychologists, the workshop was held during June 1977 in Albany, New York. The major objective of the workshop was to provide assistance to school districts as they develop assessment methods which will guarantee protection of students when they are being evaluated. This protection is required by New York state legislation (Public Law 94-142). Six major conference papers are presented in the document. Topics discussed include the possibility of eventually achieving non-biased assessment, non-verbal communication among Puerto Ricans, a task analysis approach to assessing children of multicultural backgrounds, teacher/student relations in bicultural situations, African religions in the Caribbean, problems of bilingual Hispanic students, and environmental influences on educational achievement.
