In 1973 the Harvard School of Public Health contracted with the Bureau of Health Manpower Education to study, modify, and augment the school's educational program and related research and service activities in light of existing public health needs and those likely to arise in the next five to ten years. The model educational program developed as a result is a two-year master's-level program in Health Policy and Management (HPM). In this report an overview of the contract is provided and the HPM program is discussed. A case study approach is used to focus on the development of the program and on other new educational, service, and research activities in health services. Several complementary efforts in midcareer education, interdisciplinary research, and informed health policy decision-making are described, and future plans are discussed. (MSE)
