Phase I of the Task Force on Temporary Faculty study of the utilization of full- and part-time temporary faculty in the California State University and Colleges (CSUC) is presented. The study, which involved the gathering and analysis of data, the identification of problems--many of them detrimental to faculty morale--and the development of potential guidelines or policies, is presented in five sections. The first describes the recent increase in the employment of temporary faculty, both full- and part-time, and discusses some reasons for the increase, such as the need to fill sudden vacancies, replace tenured faculty on leave, and allow for last minute shifts in enrollment. The second section addresses the terms of appointments and job security and recommends that part-time faculty should receive year-long appointments when possible and that for part-time faculty there should be no limitation on the number of consecutive appointments. The third part deals only with part-time faculty, in terms of their status and conditions of work. It is recommended that a policy be developed regarding the advancement of part-time faculty in terms of merit salary adjustments, and that changes should be made with regard to health and unemployment benefits. A summary of the conclusions and recommendations comprise the fourth section. The fifth is a set of appendices containing statistical data on the extent of use of temporary faculty, the manner of use of part-time faculty, appointment and compensation, and enrollment considerations.
