Produced as part of the Statewide Assessment of Educational Needs (SWAN) intended to study statewide educational needs as they relate to the mission of the Wisconsin Department of Public Instruction (DPI), this technical report presents the methods and findings of the administrator survey. The administrator survey was done to examine the importance and adequacy of Wisconsin DPI services and activities as perceived by local district administrators, school board presidents, elementary and secondary principals, and the coordinators of Wisconsin's 19 cooperative educational service agencies. School board presidents and administrators from 190 of Wisconsin's 436 school districts were surveyed. The areas on which opinions were sought were DPI general education services, services for the educationally disadvantaged, services for the handicapped, state financial aid, services for local administration and food service, and DPI technical support services. Respondents were also asked to indicate the two most important DPI activities in each of six general service areas. In general, the ratings show that service activities of a general nature are judged important and used by many districts. Tables are used extensively to present the results of the questionnaire, which is also included. (Author/IRT)
