During the fall of 1976, the Wisconsin Department of Public Instruction (DPI) initiated a statewide study of educational needs as they related to the missions of the DPI. Part of this study, called the Statewide Assessment of Educational Needs (SWAN), was a citizens' opinion poll designed to review state-level priorities. Three topics were explored: the perceived importance of various DPI roles and responsibilities, the degree of public acceptance of various methods by which local districts might reduce operating costs, and the importance and amount of school emphasis on various educational goals. A few general education-related issues were also included. Completed interviews were obtained from about 79 percent of the population surveyed. The study presents background information about the respondents followed by a complete item-by-item listing of responses and a copy of the interview schedule. (Author/LD)
