Promises to Keep: The Continuing Crisis in the Education of Migrant Children.

Because the 1966 Programs for Migratory children amendment to Title I of the Elementary and Secondary Education Act has been improperly implemented and systematically subverted, and standards of administration and accountability have been disregarded, equal educational opportunity for migrant children is still not a reality. There are inherent difficulties in the multilevel administrative structure composed of the U.S. Office of Education, the state education agencies, and the local education agencies. Each level has its own responsibilities to the Title I system. In addition to the problems of federal staffing shortages, inordinate amounts of paperwork, funding competition and mismanagement at all levels, abuses of the Migrant Education Program are rampant in many other areas. There are bureaucratic tangles, difficulty in determining eligibility for migrant programs, inconsistent and incomparable evaluation standards, misapplication of funds, little appropriate teacher training, lack of emphasis on preschool and parent programs, and a tendency to hide the truth from the public. Responsibility for this failure rests on Congress, the Office of Education, and state and local education agencies. Congress must hold hearings to develop a plan for legal compliance and amend the Act to assure maximum service to migrant children. (SB)
