The Mt. Diablo Unified School District is in the second year of a pilot program in individual school management in eleven elementary schools, three intermediate schools, and one high school to bring a measurable improvement of learning with existent resources. This is an individual school management system that places educational decision-making as close to the learner as possible through the involvement of teachers, students, and parents, who, with an awareness of the district's broad goals, will have the authority and responsibility to make decisions at school level that reflect the needs of that local school community. A school organizational system should have at least six major components. One group of these includes learning climate, staff development, and decision-making. Planning, organization, and monitoring compose the other group. All six components are important and must be implemented simultaneously. Each of these components is explained in the text, and the extensive appendix contains guidelines and checklists for administrators to use in evaluating how close they are to the objectives.
