This paper deals with Federal and State court decisions, from 1970 to present, which either foster or encourage citizen participation in the educational decision-making process. Findings contained in this study are based on a State by State analysis of court decisions in education. An overview of the decisions supports the report's contention that most judicial decisions encouraging or mandating citizen participation in the educational decision-making process occur on the Federal level. Some of the judicial decisions described deal with areas such as student discipline, parent associations, racial balance, voter registration, school board appointments, teacher monitoring, test fairness, and school desegregation. Decisions reviewed also reflect the court's strong mediating role for group as well as individual claims. (EB)
