An outcomes orientation is examined as the dominant focus for formulating improvements in a college's planning, management, and evaluation (PME) system. Outcomes are seen as individual (produced by college personnel or students), program related, or institutional. An outcomes orientation to PME has the advantages of relating to the quality of service provided, the impact on students and community, the accountability to groups outside the institution, the productivity of results in terms of resources used, and the ability for clearer statements of expectations and responsibilities in administrative functions. Technical considerations incorporated in this system include: administrative perspectives on accountability, types of outcomes, administrative processes, and organizational levels; concepts related to administrative processes; tools related to design and implementation of the PME model; and planning, managing, and evaluating techniques. Implementation of the system entails college and administrator readiness factors, strategies for introducing the change, and stages of development of the model. Efforts by two community colleges to use the outcomes method are described and an appendix presents examples of tools used to implement the model. A bibliography is also included. (MB)
