This planning guide provides local education agencies in New York State with the necessary information and instructions for participation in Part B of the ESEA Title IV Library and Learning Resources program. The application for grants cannot be completed correctly without reference to this guide. Contents of the guide include an overview of the Title IV program; general information on planning, eligible and ineligible expenditures, and administration of ESEA IV acquisitions; instructions for completing the application; and standards for purchasing and implementing school library resources, instructional materials and equipment, testing programs, and guidance and counseling services.
