Videoconferencing Via Satellite: Opening Congress to the People. Technical Report.
Wood, Fred B.; And Others
The value of satellite videoconferencing in providing a new mechanism for informed dialogue between congressmen and constituents is evaluated through actual demonstrations. The experimental demonstrations described include large and small group congressional-constituent meetings in urban and rural areas, and a congressional subcommittee hearing with witnesses at field locations. Also examined are public policy implications, including options for an operational system and cost-effectiveness of congressional videoconferencing, and its potential role in the National Energy Program during the second year of the project. The foreword includes comments by 14 participating U.S. Senators and Representatives. (CMV)
