A description of the development process, a review of the literature with an annotated bibliography, and the organization manual are included in this report. The manual, which was designed for use as a self-instruction and ready reference guide for library staff, provides a discussion of the rationale for a vertical file, guidelines for work functions and file organization, and a table of equipment and supplies.
