The findings of an experiment designed to test and evaluate the impact of two-way cable television (CTV), located in three neighborhood communication centers in Reading, Pennsylvania, on the delivery of public services to senior citizens, indicated that CTV can effectively serve the information needs and preferences of all urban citizens as well as the original target audience. This volume includes a summary of the findings and eight papers on topics related to the project: (1) the implementation process, (2) design and implementation of the interactive CTV system, (3) technical configurations of the system, (4) interactive telecommunications and local community processes, (5) costs of the system and alternatives for replication, (6) a frame analysis of interactive television, (7) citizen participation through two-way CTV, and (8) an economic evaluation of the system's output.
