Building for School and Community. I: Policies and Strategies. Programme on Educational Building.
Organisation for Economic Cooperation and Development, Paris (France).
This report, volume 1 in a series, is a synthesis of studies conducted under the auspices of the Organisation for Economic Cooperation and Development (OECD) Programme on Educational Building (PEB) on the theme of coordination of school and community facilities. The findings are based on a number of case studies of countries in which projects have been developed associating school buildings with facilities for other community services. The first part, "Inter-Sectoral Issues," deals with the reasons for coordinating facilities and shows that coordination can be looked on as a specific illustration of broader trends that are characteristic of the industrialized societies. In the second, "A Synthesis in the Light of International Experience," the lessons learned from the projects studied are discussed in general terms to serve as a basis for decision-making by officials in very different countries. Diagrams are provided to illustrate various aspects concerning the range of facilities that can be coordinated, possible types of grouping, the financing models used, the organizational models set up, and project development systems. The last part, "Tasks and Mechanisms," reports on a symposium held on this subject in Skokloster (Sweden) in 1976 and sets out the operational proposals of participants. The problems of coordinating facilities from the standpoint of the coordinators themselves are discussed in particular. (Author/MLF)
