Evaluation of the Veterans' Cost-of-Instruction Program. Final Report.

Objectives of the Veterans' Cost-of-Instruction Program (VCIP) evaluation were: (1) to develop profiles describing institutional services for veterans, the Office of Veterans' Affairs (OVA), and demographic characteristics; (2) to identify differences and similarities in institutions' veteran assistance programs; (3) to describe the degree to which institutions have met the major criteria; and (4) to develop a method for category and variable identification. A sample of 400 VCIP projects were evaluated using descriptive techniques. Content analysis and factor analysis reduced narrative responses to quantifiable data. Variables that best defined similarities and differences among VCIP projects and their host institutions were identified. Findings revealed that the average number of undergraduate veterans enrolled in the sample was 801. Cluster analysis identified twelve clusters of OVA programs and host institutions. Cluster characteristics indicated that programs vary as a function of the institutional context in which they operate, the number of veterans on campus, and the institution's academic climate. The data suggest that qualitative or stylistic differences in OVA program operations may be a function of the background, commitment, and particular skills of the OVA director/coordinator and staff. Ninety-five percent of the programs were found to meet staffing and services requirements; ninety-one percent were found to meet budgetary assignment requirements. (CSS)
