In phase 1 of this study Illinois proprietary institutions were surveyed to identify their vocational program offerings; a directory of their offerings was published. In phase 2 Illinois proprietary school administrators were interviewed, and the data was analyzed to determine resources available, the institution's readiness for cooperation and/or public support, and the institution's strategies for serving adult and minority populations. Among the thirty-seven phase 2 conclusions, it was reported that Illinois proprietary school owners display a professional approach as evidenced by membership in local, state, and national associations and efforts to obtain national accreditation. Also, the lecture or shop lecture/lecture demonstration is the most orevalent type of instructional methodology. In phase 3 a national survey was taken to determine state-based public/private cooperation and financial support to proprietary education, and a statewide assessment was made of attitudes toward public support of proprietary education. In phase 3, thirteen conclusions were formed concerning state-based policies for resident proprietary education. For example, it was documented that resident proprietary vocational education is a large enterprise, and boards authorized to administer state plans for vocational education have limited responsibility for governing, coordinating, or regulating resident proprietary vocational education.
