The monograph examines the relationship of nuclear power to world order. The major purpose of the document is to stimulate research, education, dialogue, and political action for a just and peaceful world order. The document is presented in five chapters. Chapter I stresses the need for a system of global security to counteract dangers brought about by increasing access to nuclear technology. Security measures include safeguards such as non-proliferation agreements, nuclear test bans, and control of terrorist activity. Chapter II discusses factors which set nuclear superpowers apart from other nations. Major factors are military advantages (including first-use options) and commercial benefits. Chapter III outlines steps toward military denuclearization, which is interpreted as the process of progressively eliminating nuclear weapons. Chapter IV supports commercial denuclearization as a means of prohibiting dissemination of techniques and materials which can be easily converted to military use. The final chapter stresses the need to reorient global security and energy policies in non-nuclear directions. (DB)
