Fourth Midyear Desegregation Status Report for Public Postsecondary Education Institutions in the State of Maryland.

The fall of 1977 marked the midway point for implementation of the Maryland plan for completing desegregation of state postsecondary institutions. An assessment was made of the state's progress in enrolling black students. As a result, four areas were identified in which the state has achieved a degree of progress: (1) proportionally, the state colleges and universities are enrolling more black resident high school graduates than whites; (2) black students are enrolled in community colleges and four-year institutions at similar rates; (3) of the 25 institutions concerned, 20 may be considered to be fully integrated by the goals of the state plan; and (4) of the nine public institutions offering postbaccalaureate degrees, eight may be considered fully integrated. Four problem areas were also identified: (1) three community colleges are unlikely to reach the 1980 goals of the plan, and special problems in attracting black students should be studied; (2) the pool of black college-bound seniors is reaching its limit, while traditionally black institutions are not attracting white students; (3) the graduate enrollment at the University of Maryland at College Park is unlikely to meet the plan's 1980 projections; and (4) the health sciences professional schools' black enrollment is unlikely to increase rapidly, partly due to the low number of black undergraduates majoring in the natural sciences. A summary of the desegregation activity of the state board for 1977-78 is given, as are a financial report and midyear desegregation status reports for each college and university (except Morgan State University).
