A Study of Regional Services and School District Organization in New York State.

This study is a component of the New York State School Finance Law Study Project conducted by the New York State Education Department (SED). The tasks addressed are in the areas of district reorganization, supplying regional educational services, and the impact of existing Boards of Cooperative Educational Services (BOCES) aid on local districts. In chapter 2 a general conceptualization of the problem is developed that knits together the three tasks specified. In chapter 3 the historical developments are examined that led to the existing structure for delivering public educational services in New York State. Chapter 4 reviews the literature on economies of scale in education. The impact that BOCES and its aid has had on district reorganization, equalization, and equality of educational opportunity is the focus of chapter 5. In chapter 6 the recommendations of the consultants are reported concerning the organization, finance, and governance of regional services and policies concerning local district organization. Chapter 7 presents the recommendations specifically related to the planning, organization, control, and financing of educational services for children with handicapping conditions and for occupational education.
