This descriptive paper of the U.S. Office of Education Alcohol and Drug Training and Resource Center Program represents the first, general documentation of the program. It is meant to be an overview, discussing premises and working assumptions, training strategies, and the management of the program. The writer's experiences in the national office of the program have formed the framework and perspective through which information collected from other sources was filtered, chosen, and organized. These sources include works of personnel in the National Office and Training Centers, literature from other U.S. Government agencies, and studies in education, human development, and school systems change. The paper includes: (1) an overview of the USOE Training and Resource Center Program, which is designed to assist schools to develop appropriate local programs aimed at preventing drug and alcohol abuse and other destructive behavior; (2) the premises and working assumptions of the USOE Training and Resource Center Program; and (3) specific components of the Program such as training, technical assistance, and management.
