A study done for the National Community Education Advisory Council to assess programs funded under the Community Schools Act is presented in an introduction and three parts. Study goals, as defined in the introduction, are to describe the organization and operation of community education projects of local educational agencies, state educational agencies, and institutions of higher education and to evaluate their impact at the local, state, and university levels. Part I, chapters 2-7, describes the study methodology and procedures. Chapter 7, for example, poses four research questions; and the goals, techniques, and methods used to respond to the questions are detailed. For instance, the question "How might community education projects be typologized?" is examined using descriptive, qualitative, and multivariate analytic techniques. Part II, chapters 8-13, describes and assesses refunded projects. For example, chapter 9 details refunded state educational agency projects with the inclusion of an overview, project setting, inputs, operations, types, and a summary. The state project results are discussed in chapter 10. Part III contains technical appendixes which include a list of major and related study questions; tables summarizing major analytic results; and copies of data collection instruments.
