A Unified Approach to Career Guidance Development in Secondary Schools. Phase II. Final Report.

Reporting the effectiveness of Phase II of Portland's Career Guidance and Counseling project, this document presents the summative data documenting the goals, objectives, and participant attitudes toward the project. (Phase I centered on strategies to improve counseling staff involvement in cooperative efforts to upgrade career guidance and counseling programs in participating Portland schools.) The first of five sections is an evaluation report which includes background information, needs statements, purposes, phase I outcomes, phase II goals, results, evaluations, and recommendations. Phase II goals are stated as follows: (1) facilitate cooperation in upgrading career guidance and counseling programs in Portland secondary and middle schools, (2) assist plans for delivery of guidance and counseling services, (3) increase area and administration participation in strengthening the above services, (4) prepare a document on promising practices in the Portland project, (5) develop a model for adaptation in secondary school career guidance and counseling, and (6) provide a project evaluation. All goals, except a portion of number 3, are reported as having been met. The second section of the document contains a report on the needs assessment survey. The third section presents the complete Cleveland High School guidance and counseling building plan. Section 4 reviews career guidance and counseling innovations in the Portland school district. The final section is an adapter's guide for implementing career guidance and counseling in secondary schools. (CSS)
