An Evaluation of an Advanced System Analysis Technique for Modeling a DoD Training Environment. Final Report.

The Structured Analysis and Design Technique (SADT) analyzes a problem through building a model of the problem on paper which is top-down, modular, hierarchic, and structured. It is a communications vehicle using an iterative author-commenter cycle which focuses attention on defined topics, increases management control, creates a systematic work breakdown structure, and minimizes error through disciplined flexibility. The U.S. Army Training and Doctrine Command (TRADOC) has responsibility for two programs: a combat development program and a training program. TRADOC has developed such innovations as Skill Qualification Tests (SQTs), criterion referenced performance tests based on job analysis for each MOS; training and evaluation collectives, various simulators (such as a laser simulator for the M16 rifle), and various battlefield simulators. SADT was developed to expedite innovations in training and to achieve improvements in Army training as a unified system. The evaluation of SADT was conducted in three phases, based on the opinions and attitudes of participating personnel. Although the SADT process was only partially implemented, participating officers expressed increasingly positive attitudes and confidence with increasing experience; a six-week follow-up indicated these opinions remained stable.
