While many compensatory education programs have resulted in significant increases in achievement, few of these programs have been widely disseminated and/or adopted. Because designing, implementing, and evaluating programs is an expensive process, the failure to use exemplary programs results in a waste of resources. The problem is to reduce or eliminate this waste. This paper focuses on an exemplary program, the Response to Educational Needs Project (RENP), and addresses the problem of determining the most successful dissemination strategy for RENP through the use of cost information. It is held that the cost of operating the RENP severely limits the number of ways the program can be disseminated. Program dissemination strategies and costs are described, and the relationships between these are discussed. (Author/MC)
