The document explains how to develop learning package activities. Learning packages are self-instructional and self-paced learning systems that enable a learner to achieve objectives by becoming involved in individually selected activities. The document is presented in three sections. Section I introduces the rationale behind learning packages and discusses eight assumptions upon which learning packages rest. Assumptions are that individuals learn best when allowed to pursue their goals in the mode most suitable to them, become more responsible when they assume direction of their own learning programs, and are more interested in activities which differ from traditional textbook and question-answer approaches. Section II presents guidelines for developing learning package activities. Topics discussed include types of activities, criteria for selecting and developing activities, relating activities to objectives, and the mechanics of writing activities. Section III examines implementation of contemporary strategies in learning packages. Information is presented on various methods and approaches, use of special materials such as newspapers, and use of strategies such as simulations.
