Reflecting the management advocacy position taken by school boards in collective bargaining procedures, this report analyzes New Jersey school labor negotiations laws and practices as of 1978. Terms and issues of special interest are defined and explained. Topics include contract language, good faith bargaining, past practice, negotiations committees, grievances, bargaining scope, terms and conditions of employment, and monitoring the collective bargaining agreement. The Public Employment Relations Law, called the PERC Law because it established the Public Employment Relations Commission, is summarized and analyzed. A sample New Jersey Education Association agreement is included, together with marginal commentary highlighting problem areas and reflecting recent legislation, court decisions, and economic factors. A short bibliography containing relevant books, bulletins, films, pamphlets, reports, and periodicals is included. (Author/JM)
