Can Instructional Quality Be Preserved as Enrollments Decline?
Zenke, Larry L.; McCloud, Paul I.
Recognizing that a solid base of community support was essential if the district was to effectively confront the influences of declining enrollment, the Tulsa public schools organized a group of unbiased but interested community members to study and make recommendations regarding the problem, particularly the utilization of school facilities. A 48-member task force was assembled. The composition of this task force and the recommendations it offered the superintendent are presented along with a list of 17 conditions and problems that a district confronting declining enrollment is likely to face. Ways of responding to each of these conditions and problems are listed. The speakers indicate that instructional quality can be preserved, even enhanced, in spite of declining enrollment if administrators plan ahead; involve the community; consolidate schools, departments, positions, and programs; be flexible; and be positive.
