Over 800 items on citizen participation in educational decision-making, policy development, and school governance in public schools and school systems are described in this annotated bibliography. Major emphasis is on published books, pamphlets, monographs, and articles, although documents obtainable through the Educational Resources Information Center (ERIC) or made publicly available by sponsoring agencies are included. Dissertations are generally not annotated, but those considered potentially useful are listed and references to them in Dissertation Abstracts are indexed. The literature was searched both conventionally and by computer, use being made of the ERIC files, the Social Science Citation Index, Sociology Abstracts, and the Foundation Center Data Bank, as well as periodical and book indexes and dissertation abstracts. Primary emphasis is on the period 1973-1976, with secondary emphasis on 1965-1973. Documents listed in Section 1 deal generally with the role of the "public" in public education. Those in Sections 2 and 3 present analyses of examples, cases, and programs of citizen participation in different issue areas and institutional frameworks. Section 4 concentrates on "How To" material, including information sources. The bibliography is indexed by author, topic, and by the geographical locations figuring in the case studies included.
