During FY 1977 the Florida Migratory Child Compensatory Program (FMCCP) served 45,511 migrant children in approximately 27 school districts. The program consisted of four major educational components (early childhood, language arts, Learn and Earn, and supportive services) planned specifically for migrant children based on the results of a needs assessment study. Migrant children who had preschool experience (at least 100 days of attendance) were found to be "ready" to enter first grade; 63% having experience as a three and four-year old were "ready"; 56% having experience as a four-year old were "ready"; 32% having experience as a three-year old were "ready". Other results indicated that the more years of preschool experience, the better a child performed in grades one, two, and three. In the language arts program children showed a gain of 1.6 months per twenty hours of special instruction. The Learn and Earn component provided on-the-job work experience while greatly improving school attendance. Focusing on the major components, this report covers national program goals, program administration, organizational structure, interstate and intrastate cooperation, career education, staff development and parental involvement.
