Research literature bearing on factors related to industrialization in rural areas is reviewed in order to identify information that might be useful in improving cost-effectiveness of public programs at local, state, and national levels as well as of private action taken by voluntary organizations in an effort to increase manufacturing employment opportunities in sub-metropolitan areas. The review discusses desirability of rural industrial location as opposed to migration and the potential rural areas have for attracting industry, along with situational factors which affect potential (agglomerative influences, transportation economies, labor supply). Research reviewed on effects of governmental policies on rural industrial location covers primarily highway and transportation policy, taxation (both tax concessions and general taxation levels), financing (state and federal loan programs, local government bonds, both general obligation and industrial revenue bonds), collective bargaining and labor relations, and education and other public services. Literature cited for community actions that support industrial development deals with promotional organizations, site-related activities, and local action to improve public services (including education). Finally, research on factors affecting growth of rural area plant employment are covered. (RS)
