The performance of the South Carolina Commission on Higher Education (CHE) from 1967 to 1978 is examined. Findings and recommendations pertain to (1) the development of a master plan for postsecondary education, (2) statewide coordination of academic programs, and (3) development of an appropriation formula for public institutions. The report focuses on problems in each of these three areas and makes specific recommendations for improvements. An analysis of the results of CHE planning revealed that past planning efforts had little impact on institutional actions. Regarding current long-range planning, the report states that CHE is planning for only one future, continued enrollment growth. The prospect of little or no enrollment growth has not been a major factor in planning, although some public institutions have begun to experience enrollment declines. It is argued that an annual or biennial evaluation cycle for existing academic programs is needed because some programs that may have been justified at one time are no longer needed. As a result of its review of the CHE appropriation formula, the Audit Council concludes the present formula is not a reasonably accurate basis for calculating State funding of higher education.
