These guidelines are intended to give teachers and administrators sufficient information to enable them to set up and conduct programs to assist non-English-speaking students to learn English and to adjust to the way of life around them both in school and in the community. Topics covered are as follows: factors governing the choice of programs; reception classes; half-day classes; English language centers; withdrawal programs using itinerant teachers; preschool children; secondary school students; students at the transitional stage; cultural integration; the buddy system; the training of teachers in English as a second language (ESL); ESL kits for regular teachers of elementary ESL students; a short bibliography of methodology texts; and ESL texts and programs.
