As financial austerity and enrollment problems compel greater accountability from colleges and universities, administrators, and trustees are reasserting their former authority, students are forming lobbies, government agencies are increasing their controls, courts are influencing campus procedures, and faculties are joining unions. In this analysis of these recent changes, suggestions are made for equitable patterns of decisionmaking for the future. Two major themes are evident: the appropriate distribution of authority, and various claims for legitimate governance. (Editor/MSE)
