The primary objective of a conference held in Bellagio, Italy, and of this follow-up volume is to assess various educational and training models and strategies for improving the effectiveness with which top- and middle-level public management functions are performed in developing countries. The volume concentrates particularly on management education and training for development sectors (or public systems) carried out by postsecondary educational institutions in these countries. Part 2 sets forth concrete examples of the management constraints operative in the sectors of population and agriculture and derives the management requirements for the two sectors. Part 3 examines common models and alternative models for management education for development sectors. The teaching methods and materials that are most effective in implementing whatever curricula are adopted are also considered. Part 4 concerns strategies for institutionalizing public management education and training programs. Studies of India and Nigeria illuminate the broad range of public policies and institutional arrangements that determine program effectiveness. The chapter concludes with discussion of the role of external assistance agencies in institutionalizing management education programs. (Author/MLF)
