A joint venture between the Nebraska Research Coordinating Unit (RCU) for Vocational Education and the Central Technical Community College Area (CTCCA) was conducted to design intensified, individualized and group-oriented instructional programs in personnel development for the entrepreneur. Phase I of the project involved developing relevant instructional content for the owner-manager by forming counterpart advisory committees in Lincoln and in Columbus (Nebraska). The committees identified 62 content items needed by owner-managers, then used a card sort technique to prioritize the items. Phase II consisted of organizing the content items into course materials. (The course guide is available separately as CE 015 580.) Phase III of the project was the field test of the materials in a workshop setting on a community college campus. Finally, phase IV of the project was evaluation and dissemination. The following conclusions were drawn: (1) the course taught in the workshop format proved to be an effective way of meeting the personnel development needs of owner-managers; (2) the achievement of students in the individualized mode of instruction was much better than the achievement in the group-based mode of instruction; and (3) the joint administration of the project between the RCU and the CTCCA proved to be very effective.
