Evaluation of the National Diffusion Network: Study Design and Analysis Plan.

Conceptual and operational details of the evaluation of the National Diffusion of Network (NDN) are presented. The NDN promotes the exchange of successful educational practices. The report is divided into five sections, starting with an overview of the report. In the second chapter, a conceptual model for the evaluation is derived. The third chapter presents major features of the evaluation design: sources of evidence, the measurement plan, and the resultant data base. Major evaluation variables, including characteristics of innovations, of networking, of Adopter units, of diffusion strategies, and of adoptions are defined. The hypothesized relationships and directional influence among the categories of variables are shown. Procedures for implementing the evaluation are presented in the fourth chapter. Five major data-gathering activities--Program Review, Status Survey I, Network Evaluation Questionnaire, Observation/Interview Site Visits, and Observation/Documentation of NDN Activities are described in terms of goals, scope, instrumentation, data collection activities, schedule, data processing, analyses, and reporting. The fifth chapter describes the data analysis, which included discriminant analysis of determinants of local education association adoptions; regression analyses among innovations, network and adoption characteristics; and case-study analyses to provide interpretive contexts for more formal analyses and to produce hypotheses for further exploration.
