Problems and Issues in Early Childhood Programs: Staff Training and Program Installation.

This paper describes the staff training and program installation techniques utilized by the Parent Readiness Education Project (PREP), a model early childhood education program. PREP was funded by the United States Office of Education to serve as a Developer/Demonstrator project to provide information, training, materials, and advice to school districts interested in implementing the PREP program. The first section of the paper discusses issues related to the training of the staff of the local educational agency involved in the implementation of the program. This section includes discussions of personnel, goals, methods, content, timing, and location of training. The selection of trainers for the program is also discussed. The second section of the paper includes a discussion of administrative issues involved in the implementation of the program in a school district. Also included in this section is a discussion of the importance of consultation and communication between the staff of the model program and the staff of the local school agency. The final section summarizes the conclusions and recommendations presented in the paper. (BD)
