Three program objectives are articulated for establishing a developmental education program to increase retention and graduation rates among academically disadvantaged students at Triton College: (1) instituting horizontal (teaching basic skills) and vertical (assisting in the transfer of basic skills to students' total educational programs) support systems; (2) restructuring policy, faculty and student orientation, and counseling procedures; and (3) creating a center specifically for disadvantaged students to provide academic, counseling, and social support services. Implementation of the first objective involves developing an Individualized Educational Plan for each student based on test results, previous academic and learning history, and present goals and interests. The second objective involves conducting faculty in-service workshops to familiarize them with the program. Third objective implementation requires designing the Learning Assistance Center to facilitate students' maximum use of its support services, to enhance communication among program staff, and to encourage articulation with faculty and other academic units within the college. Student progress, program, follow-up, and administrative evaluation procedures are discussed. The existing program vs. proposed changes in testing, policy, course structure and content, staffing needs are reviewed point by point. (TR)
