Report to the Washington Instructional Commission [and] Experimental Telecourse Year (ETY) Proposal.
The first part of this report is an evaluation of the Washington State Community College Telecourse Consortium's initial project, the offering of "The Age of Uncertainty" for credit at seven colleges during fall quarter 1977. Responses to evaluation questionnaires from six instructors and 72 students indicated that enrollments were similar to those in "special problems" classes on most campuses. Enrollments were not high nor cost effective; however, they are expected to increase as the community and individual colleges become more aware of course usefulness and desirability. Reasons for low productivity and specific ways of offsetting the problems encountered in the experimental year are discussed. The second part of the report deals with the Experimental Telecourse Year Proposal in terms of establishing and organizing the consortium, working out finances, and defining the administrative options. The Proposal Committee outlined three general approaches for management during the experimental period: (1) employing a full-time coordinator; (2) relying completely on college employees; or (3) employing a part-time manager aided by college employee volunteers. A list of proposed telecourses for 1977-78 and responses to the evaluation questionnaire are appended. (TR)
