Outlined is a state plan to individualize the education of the gifted and talented students in the public schools through acceleration, enrichment, or a combination of both. Sections cover the following programs components: needs assessment, definition of gifted and talented children and youth, the Hawaii Department of Education position statement, goal statement, means for achieving the goal at the elementary and secondary levels (including enrichment activities, grade skipping, and advanced placement courses), identification of the gifted and talented, inservice training and staff development, program evaluation, budgetary considerations, and future considerations. Appended are a paper on pupil acceleration, an outline of the classification of creative activities and experiences into the primary mental abilities of human intellect, and relevant excerpts from Hawaii Department of Education policies and regulations.
