The major results are described of an historical/legal study of statewide legislative and judicial decisions tracing changes in California's state policies regarding teacher labor relations from 1930 to 1975. The central research questions dealt with identifying specific public policy changes, events surrounding these changes, positions taken by key statewide organizations concerned with these changes, and the roles assigned by public policy formulations to the lay community for influencing teacher labor relations. Six periods of development of California policies are noted. In addition, generalizations are derived regarding two opposing views that surfaced during these years, the growth of public involvement in teacher employment relations processes, California's readiness to experiment with different employment relations models, the state's ambiguous attitude toward the strike, and the persistence of a gap between statewide policies and local practices. Certain implications are drawn for the general area of the study of teacher employment relations. (Author/MLF)
