Program Development in Compensatory Education: ESEA Title I and the State Role in Improving Education.

This paper examines how states have responded to the planning, evaluation, and parent participation components of compensatory education programs to promote reform at the local level. Particular attention is given to the interaction between state political culture, legislative requirements, and state education agency leadership style, and their collective influence on local implementation. The examination is based on data obtained in a national study of state and local administration of compensatory education conducted for the National Institute of Education. (Author/MLF)
